ଅଖାଡୁଆ ହିସାବ, ଅବାସ୍ତବ ସରକାରୀ ଧାନ ଦର

କେନ୍ଦ୍ର ସରକାର ସ୍ଥିର କରୁଥିବା ସର୍ବନିମ୍ନ ସହାୟକ ଦର ବା ଇଂରାଜୀରେ ଏମଏସପିକୁ ଚାଷୀ କେତେ ପାଇଁ ପାରୁଛନ୍ତି ତାହା ଏକ ବଡ ପ୍ରସଙ୍ଗ ନିଶ୍ଚୟ କିନ୍ତୁ ଓଡ଼ିଶାର ଧାନଚାଷୀ ଏମଏସପି ପାଇଲେ ବି ଆସନ୍ତା ଖରିଫ ଋତୁରେ କ୍ଷତି ସହିବା ନିଶ୍ଚିତ ଓଡିଶା ତଥା ଆହୁରି ଅନେକ ରାଜ୍ୟର ଚାଷୀ କ୍ଷତି ସହିବେ ଚାଷୀ ଉତ୍ପାଦନ କରୁଥିବା ବିଭିନ୍ନ ଫସଲ ପାଇଁ ସର୍ବନିମ୍ନ ଦର ସୁପାରିଶ କରିବା ପାଇଁ କେନ୍ଦ୍ର ସରକାରଙ୍କ ଅଧୀନରେ 'କୃଷି ଖର୍ଚ୍ଚ ଓ ଦର ଆୟୋଗ' ଅଛି ଆୟୋଗ ନିଜେ ଆକଳନ କରିଛନ୍ତି ଯେ ଆଗାମୀ ଖରିଫ ଋତୁରେ ଏକ କ୍ୱିଣ୍ଟାଲ ଧାନ ଅମଳ କରିବା ଓଡ଼ିଶାର ଚାଷୀ ଖର୍ଚ୍ଚ କରିବେ ୧,୬୫୬ ଟଙ୍କା ଝାରଖଣ୍ଡ ଓ ମହାରାଷ୍ଟ୍ର ଆଦି ରାଜ୍ୟମାନଙ୍କରେ ତାହାଠାରୁ ବି ଅଧିକ ଖର୍ଚ୍ଚ ହେବ କିନ୍ତୁ ତଥାପି ବି ଆୟୋଗ ଧାନର ଏମଏସପି କ୍ୱିଣ୍ଟାଲ ପ୍ରତି ୧,୫୫୦ ଟଙ୍କା ରଖାଯାଉ ବୋଲି ସୁପାରିଶ କଲେ ଓ ସରକାର ତାହାକୁ ଗ୍ରହଣ କରିନେଲେ 


ଅଳ୍ପ କିଛି ବର୍ଷର ବ୍ୟତିକ୍ରମକୁ ଛାଡିଦେଲେ ପ୍ରାୟ ପ୍ରତିବର୍ଷ ସରକାର ଆୟୋଗଙ୍କ ସୁପାରିଶକୁ ଗ୍ରହଣ କରିନିଅନ୍ତି ସରକାର ତଥା ଅନେକ ଵିଶେଷଜ୍ଞ, ବିଶେଷ କରି ଅର୍ଥନୀତି ବିଶେଷଜ୍ଞ, କହନ୍ତି ଯେ ଆୟୋଗ ସବୁକଥାକୁ ବିଚାର କରି ଦର ନିର୍ଦିଷ୍ଟ କରନ୍ତି କିନ୍ତୁ ଆୟୋଗ ପ୍ରସ୍ତୁତ କରୁଥିବା ରିପୋର୍ଟର ଏକ ସାଧାରଣ ଅନୁଶୀଳନରୁ ତାଙ୍କର ଉଦ୍ଦେଶ୍ୟ, ଗତିବିଧି, ସେମାନେ ଅନୁସରଣ କରୁଥିବା ପନ୍ଥା ତଥା ଚାଷୀଙ୍କ ହିତ ପ୍ରତି ସେମାନଙ୍କ ଦୃଷ୍ଟିଭଙ୍ଗୀକୁ ନେଇ ପ୍ରଶ୍ନବାଚୀ ଛିଡାହେବା ନିଶ୍ଚିତ ଆୟୋଗ ପ୍ରସ୍ତୁତ କରିଥିବା ରିପୋର୍ଟଟି ପରିସଂଖ୍ୟାନମୟ ଅନେକ ସ୍ଥାନରେ ପରିସଂଖ୍ୟାନଗୁଡିକ ବାସ୍ତବତାକୁ ବୟାନ କରୁନାହିଁ ଆଉ କେଉଁଠି ସଂଖ୍ୟାମାନଙ୍କରେ ତାଳମେଳ ରହୁନାହିଁ ଜୁଲାଇ ୧୭ ତାରିଖରେ ଧରିତ୍ରୀର ଏହି ସ୍ତମ୍ଭରେ ପ୍ରକାଶିତ 'ଦରମା ବନାମ ଧାନ ଦର' ଆଲେଖ୍ୟରେ ଆମେ ଧାନଚାଷୀ ପାଉଥିବା ଏମଏସପିକୁ ସରକାରୀ କର୍ମଚାରୀ ପାଉଥିବା ଦରମା ସଂଗେ ତୁଳନା କରିଥିଲେ ଏବେ ଆସନ୍ତୁ ଦୃଷ୍ଟି ପକାଇବା ଧାନର ସର୍ବନିମ୍ନ ସହାୟକ ଦର ସ୍ଥିର କରିବା ପାଇଁ ଆୟୋଗ ବ୍ୟବହାର କରିଥିବା ସେମିତି କିଛି ପରିସଂଖ୍ୟାନ ଉପରେ ଯାହା ଏମଏସପି ସ୍ଥିର କରିବାର ପ୍ରଣାଳୀ ଉପରେ ଅନେକ ସନ୍ଦେହ ଜାଗ୍ରତ କରାଏ

ଫସଲ ପାଇଁ ଦର ହିସାବ କରିବା ପ୍ରକ୍ରିୟାରେ ରାଜ୍ୟ ସରକାରମାନେ ପ୍ରଦାନ କରୁଥିବା ଖର୍ଚ୍ଚର ଆକଳନ ଏକ ବଡ ଭିତ୍ତି ରଖିଥାଏ ଆୟୋଗଙ୍କ ରିପୋର୍ଟରେ ଆମେ ଦେଖିବା ଯେ ରାଜ୍ୟ ସରକାରମାନେ କରୁଥିବା ଖର୍ଚ୍ଚର ଆକଳନ ଆଉ କୃଷି ଖର୍ଚ୍ଚ ଓ ଦର ଆୟୋଗ କରୁଥିବା ଖର୍ଚ୍ଚର ଆକଳନରେ ବିରାଟ ଫରକ ରହୁଛି ଉଦାହରଣସ୍ୱରୂପ, ଓଡିଶା ସରକାର ହିସାବ କରିକି ଦେଇଥିଲେ ଯେ ଆସନ୍ତା ୨୦୧୭-୧୮ ଖରିଫ ଋତୁରେ ରାଜ୍ୟରେ ଗୋଟିଏ ହେକ୍ଟର ଜମିରେ ଧାନଚାଷ କରିବା ପାଇଁ ଖର୍ଚ୍ଚ ହେବ ୮୨,୦୪୦ ଟଙ୍କା ଏବଂ ସେତିକି ଖର୍ଚ୍ଚରେ ହାରାହାରି ୩୫ କ୍ୱିଣ୍ଟାଲ ଧାନ ଅମଳ ହେବ ଅର୍ଥାତ ଗୋଟିଏ କ୍ୱିଣ୍ଟାଲ ଧାନ ଅମଳ କରିବା ପାଇଁ ଖର୍ଚ୍ଚ ହେବ ୨,୩୪୪ ଟଙ୍କା କମିଶନ କହିଲେ, ନା ସେୟା ହେବ ନି, ଓଡ଼ିଶାରେ ହେକ୍ଟରେ ଜମିରେ ଚାଷ ପାଇଁ ଖର୍ଚ୍ଚ ହେବ ୧,୬୫୬ ଟଙ୍କା ରାଜ୍ୟ ସରକାର ଏବଂ ଆୟୋଗଙ୍କ ହିସାବରେ ଏତେବଡ ଅମେଳ ରହିବ ଖୁବ ଚିନ୍ତାଜନକ ଓ ଗର୍ହିତ

ଆୟୋଗଙ୍କ ନିଜ କହିବା ଅନୁସାରେ ୨୦୧୨-୧୩ରୁ ୨୦୧୪-୧୫ ତିନି ବର୍ଷର 'ପ୍ରକୃତ' ଚାଷ ଖର୍ଚ୍ଚକୁ ଆଧାର କରି ସେମାନେ ୨୦୧୭-୧୭ ବର୍ଷର ଚାଷ ଖର୍ଚ୍ଚର ଆକଳନ କରିଛନ୍ତି ୨୦୧୪-୧୫ ବର୍ଷରେ ବିଭିନ୍ନ ରାଜ୍ୟରେ 'ପ୍ରକୃତ' ଖର୍ଚ୍ଚ କ'ଣ ଥିଲା ତାହାର ଏକ ସାରଣୀ ଆୟୋଗଙ୍କ ରିପୋର୍ଟର ୧୩୨ତମ ପୃଷ୍ଠାରେ ଅଛି ସେଥିରେ କୁହାଯାଇଛି ଯେ ୨୦୧୪-୧୫ ବର୍ଷରେ ଓଡ଼ିଶାର ଚାଷୀ ଗୋଟିଏ ହେକ୍ଟର ଜମିରେ ଧାନ ଚାଷ କରିବା ପାଇଁ ଖର୍ଚ୍ଚ କରିଥିଲେ ୪୯,୦୩୮ ଟଙ୍କା କିନ୍ତୁ ଅମଳ ପାଇଥିଲେ ୪୧,୩୭୯ ଟଙ୍କା ଅର୍ଥାତ ପ୍ରତି ହେକ୍ଟରେ ଚାଷରେ ଓଡ଼ିଶାର ଚାଷୀ ସହିଥିଲେ ପ୍ରାୟ ୭,୩୦୦ ଟଙ୍କାର କ୍ଷତି ରିପୋର୍ଟର ୧୪୯ତମ ପୃଷ୍ଠାରେ ଅଲଗା ତଥ୍ୟ ଅଛି ତାହା ଅନୁସାରେ କ୍ଷତି ଆହୁରି ଅଧିକ ହୋଇଥିଲା ସେଠି କୁହାଯାଇଛି ଯେ ୨୦୧୪ ମସିହାରେ ପ୍ରତି ଏକ ହେକ୍ଟର ଜମିରେ ଧାନଚାଷ କରିବା ପାଇଁ ଓଡ଼ିଶାରେ ଖର୍ଚ୍ଚ ହୋଇଥିଲା ୫୬,୯୧୪ ଟଙ୍କା ଯଦି ସେତିକି ଖର୍ଚ୍ଚ ହୋଇଥିଲା ତାହାହେଲେ ଓଡ଼ିଶାର ଚାଷୀ ସେହିବର୍ଷ ସହିଥିଲେ ୧୫,୫୩୫ ଟଙ୍କାର କ୍ଷତି ଓଡିଶା ଭଳି ରାଜ୍ୟମାନଙ୍କରେ ଏତେ ବଡ କ୍ଷତି ହୋଇଛି କିନ୍ତୁ ଆୟୋଗ ତାହାକୁ ଆଦୌ ଦୃଷ୍ଟିକୁ ନେଇନାହାନ୍ତି, ସେ କେବଳ ଦେଶର ହରାହାରିକୁ ହିଁ ଦେଖିଛନ୍ତି ଏବେ ଦେଶର ହାରାହାରି କେମିତି ପ୍ରସ୍ତୁତ ହୋଇଛି ତାହାକୁ ଦେଖିବା ଏହିଭଳି ହାରାହାରି ବାହାର କରିବା ହିସାବରେ ପଞ୍ଜାବ, ହରିଆଣା ଭଳି ରାଜ୍ୟର ଗୁରୁତ୍ୱ ଅଧିକ ରହେ ୨୦୧୪-୧୫ ମସିହାରେ କୁଆଡେ ହରିଆଣା ଓ ପଞ୍ଜାବର ଧାନଚାଷୀ ଯଥାକ୍ରମେ ୧,୦୯,୬୨୭ ଟଙ୍କା (ଏକ ଲକ୍ଷ ନଅ ହଜାର ଛଶହ ସତେଇଶ ଟଙ୍କା) ଓ  ୯୯,୨୭୭ ଟଙ୍କା (ଅନେଶତ ହଜାର ଦୁଇଶହ ସତସ୍ତରି ଟଙ୍କା)ର ଅମଳ ପାଇ ପ୍ରତି ହେକ୍ଟରରୁ ଯଥାକ୍ରମେ ୪୧,୨୩୨ ଟଙ୍କା ଓ ୩୦,୪୮୪ ଟଙ୍କା ଲେଖାଏଁ ଲାଭ କରିଥିଲେ ଏହି ହିସାବ ଅନୁସାରେ ହରିଆଣା ଓ ପଞ୍ଜାବର ଚାଷୀ ପ୍ରତି ହେକ୍ଟର ଜମିରୁ ଯଥାକ୍ରମେ ୮୧ ଓ ୭୩ କ୍ୱିଣ୍ଟାଲ ଲେଖାଏଁ ଧାନ ଅମଳ କରିଥିଲେ ଏତିକି ହାରାହାରି ଅମଳ କ'ଣ ବିଶ୍ୱାସଯୋଗ୍ୟ? ୨୦୧୪-୧୫ ବର୍ଷ ପାଇଁ ଭାରତ ସରକାର ପ୍ରସ୍ତୁତ କରିଥିବା ଅର୍ଥନୈତିକ ସର୍ଭେରେ କୁହାଯାଇଛି ଯେ ପଞ୍ଜାବରେ ଧାନ ଅମଳ ହାର ଦେଶରେ ସବୁଠାରୁ ଅଧିକ ଓ ସେଠି ହେକ୍ଟର ପ୍ରତି ଧାନ ଅମଳ ୬୦ କ୍ୱିଣ୍ଟାଲ ପାଖାପାଖି ପହଞ୍ଚିଲାଣି ଅର୍ଥାତ ହାରାହାରି ଅମଳ ହେକ୍ଟର ପ୍ରତି ୬୦ କ୍ବିଣ୍ଟାଲକୁ ବି ପହଞ୍ଚିନି ଏଯାଏ ଯଦି ସ୍ଥିତି ତାହା, ଆୟୋଗ କେମିତି ଉପରୋକ୍ତ ରାଜ୍ୟରେ ହେକ୍ଟର ପ୍ରତି ହାରାହାରି ୮୧ ଓ ୭୩ କ୍ୱିଣ୍ଟାଲ ଲେଖାଏଁ ଅମଳ ହୋଇଥିବାର ତଥ୍ୟକୁ ସନ୍ଦେହ ବି କଲେ ନାହିଁ ତାହା ଆଶ୍ଚର୍ଯ୍ୟଜନକ ପଞ୍ଜାବ ଓ ହରିଆଣା ଆଦି ରାଜ୍ୟରେ ଅମଳ ଓ ଲାଭର ସେହିଭଳି ଆକଳନରୁ ଭାରତର ହାରାହାରି ସ୍ଥିର ହୋଇଛି ଫଳ ବିକଟ ହେବା ସ୍ୱାଭାବିକ ଓଡ଼ିଶାର ଚାଷୀ ପୁଣି ସହିବାକୁ ଯାଉଛନ୍ତି ବିରାଟ କ୍ଷତି

ଆୟୋଗଙ୍କ ଦୃଷ୍ଟିରେ ଆହୁରି ଅଡୁଆ ଅଛି ୨୦୧୨-୧୩ରୁ ୨୦୧୪-୧୫ ତିନି ବର୍ଷର ଖର୍ଚ୍ଚକୁ ମୂଳରେ ରଖି ଆୟୋଗ ଆଗାମୀ ଖରିଫ ଋତୁ ପାଇଁ କେମିତି ଏମଏସପି ସ୍ଥିର କରିଛନ୍ତି ଦେଖିବା ଚାଷର ବିଭିନ୍ନ ଖର୍ଚ୍ଚ ମଧ୍ୟରୁ ମଜୁରୀ ଏକ ବଡ ଖର୍ଚ୍ଚ ଦୁନିଆଁରେ ପ୍ରାୟ ସବୁ ସାମଗ୍ରୀ ଓ ସେବାର ଦାମ ବଢି ଚାଲିଥିବା ବେଳେ ଆୟୋଗ ଦର୍ଶାଇଥିବା ତଥ୍ୟ କହୁଛି ଯେ ଦେଶରେ କୃଷି ଶ୍ରମିକଙ୍କ ମଜୁରୀ ୨୦୧୫-୧୬ ବର୍ଷରେ ତାହାର ପୂର୍ବ ବର୍ଷଠାରୁ ୧୪ ପ୍ରତିଶତ କମିଛି ସେହିବର୍ଷ ଉତ୍ତରପ୍ରଦେଶରେ କୁଆଡେ କୃଷି ଶ୍ରମିକଙ୍କ ମଜୁରୀ ୧୧.୬ ପ୍ରତିଶତ କମିଛି ଆୟୋଗଙ୍କ ତଥ୍ୟ ଅନୁସାରେ ଭାରତର ହାରାହାରି ମଜୁରୀ ଦର କମିଛି କିନ୍ତୁ ସେହି ସାରଣୀରେ ପୁଣି ସ୍ପଷ୍ଟ ଆସିଛି ଯେ ଅନେକ ରାଜ୍ୟରେ ମଜୁରୀ ଦର ବଢିଛି ଓଡିଶା ତହିଁରୁ ଗୋଟିଏ କିନ୍ତୁ ଆୟୋଗ ଚଳିତ ବର୍ଷର ଖର୍ଚ୍ଚ ହିସାବ କଲାବେଳେ ଦେଶର ହରାହାରିକୁ ହିସାବକୁ ନେଇଛନ୍ତି, ଓଡିଶା ଭଳି ରାଜ୍ୟ ଯେଉଁଠି ମଜୁରୀ ଦର ବଢିଛି ତାହାର ଖିଆଲ ରଖିନାହାନ୍ତି ଆୟୋଗଙ୍କ ସେଭଳି ହିସାବ ଖାଲି ଶ୍ରମିକଙ୍କ ମଜୁରୀରେ ସୀମିତ ନାହିଁ ଆୟୋଗ କହିଛନ୍ତି ଯେ ସାର, ବିଜୁଳୀ ଓ ଚାରା ଇତ୍ୟାଦିର ଦର ମଧ୍ୟ କୁଆଡେ କମିଯାଇଛି ଏହିଭଳି ତଥ୍ୟ ଅନୁସାରେ ଆୟୋଗ ପ୍ରସ୍ତୁତ କରିଥିବା ଖର୍ଚ୍ଚର ଆକଳନ ବାସ୍ତବତାଠାରୁ ଢେର କମ ରହିବା ସ୍ୱାଭାବିକ

ଏମିତି ଭାବରେ ଏମଏସପି ସ୍ଥିର ହେଉଥିବା ବେଳେ ସେହି ଏମଏସପିକୁ କେତେ ଚାଷୀ ପାଉଛନ୍ତି ତାହା ମଧ୍ୟ ଖୁବ ପ୍ରାସଙ୍ଗିକ ଚାଷୀଙ୍କୁ ଏକ ସର୍ବନିମ୍ନ ଦର ନିଶ୍ଚିତ କରିବା ପାଇଁ ସରକାର ନିଜେ ଧାନ କ୍ରୟ କରନ୍ତି ତାହା ବଜାର ଦରକୁ ମଧ୍ୟ ପ୍ରଭାବିତ କରିଥାଏ କିନ୍ତୁ ଦେଖିବାକୁ ମିଳୁଛି ଯେ ସରକାର ତାଙ୍କ ଦାୟିତ୍ୱକୁ କାନ୍ଧରୁ ଖସିବାର ରୀତିମତ ପ୍ରୟାସରେ ଲାଗିଛନ୍ତି ଗତ ୨୦୦୮-୦୯ ବର୍ଷରେ ସଂଗ୍ରହ ହୋଇଥିଲା ମୋଟ ଅମଳର ମାତ୍ର ୨୭.୯ ପ୍ରତିଶତ ଚାଉଳ ଏହି ସଂଗ୍ରହ ହାର ପୁଣି ସାର ଭାରତେ ସମାନ ନୁହେଁ, ଅତି ଅସମାନ ସାର ଦେଶରେ ସରକାରଙ୍କ ଦ୍ୱାରା ସଂଗୃହିତ ହେଉଥିବା ଚାଉଳର ପ୍ରାୟ ଚାରି ଭାଗରୁ ଭାଗେ ବା ୨୫ ପ୍ରତିଶତ ଏକା ପଞ୍ଜାବରୁ ସଂଗ୍ରହ ହୋଇଥାଏ ଓଡିଶାରୁ ପ୍ରାୟ ୧୦ ପ୍ରତିଶତ ଚାଉଳ ସଂଗୃହୀତ ହୋଇଥାଏ ପଞ୍ଜାବରେ କେବଳ ଗୋଟିଏ ଋତୁରେ ଧାନ ଚାଷ ହୋଇଥାଏ, ଓଡ଼ିଶାରେ ରବି ବା ଡ଼ାଳୁଅ ଋତୁରେ ବି ଧାନ ଚାଷ ହୋଇଥାଏ ଓଡ଼ିଶାରେ ଅମଳ ହେଉଥିବା ମୋଟ ଧାନର ପ୍ରାୟ ଅଧା ହିଁ ସରକାରୀ ସଂସ୍ଥାମାନେ ଏମଏସପି ଦରରେ କ୍ରୟ କରିଥାନ୍ତି ଅଧିକାଂଶ ଚାଷୀଙ୍କୁ ସେହି ଦର ମିଳେନାହିଁ କାରଣ ସେମାନେ ପ୍ରାୟ ଗାଁ ବେପାରୀକୁ ଅତି ସ୍ୱଳ୍ପ ଦରରେ ତାଙ୍କର ଉତ୍ପାଦ ବିକ୍ରି କରି ଦିଅନ୍ତି ତାହା ଏକ ବଡ ସମସ୍ୟା ପ୍ରଥମେ ଏମଏସପି କମ, ତହିଁରେ ଯାହା ବି ଅଛି ତାହା ଚାଷୀଙ୍କୁ ମିଳୁନାହିଁ


'କୃଷି ଖର୍ଚ୍ଚ ଓ ଦର ଆୟୋଗ'ଙ୍କ ରିପୋର୍ଟକୁ ଉପରଠାଉରିଆ ଭାବରେ ଦେଖିଲେ ଜଣେ କହିବ ଯେ ଆୟୋଗ ଖୁବ ବଡ ପରିଶ୍ରମଟିଏ କରୁଥିବେ କିନ୍ତୁ ଦୁଃଖର କଥା ଯେ ଆୟୋଗ କରୁଥିବା ଦର ସୁପାରିଶରେ ବାସ୍ତବତା ଆଦୌ ପ୍ରତିଫଳିତ ହେଉନାହିଁ ସାଧାରଣ ଚାଷୀଟିଏ ଆୟୋଗଙ୍କ ରିପୋର୍ଟକୁ କୋଉଠି ଦେଖୁଛି ଯେ? ଦେଖିଲେ ବି କ'ଣ ବୁଝିପାରିବ ଯେ? କିନ୍ତୁ, ଯଦି ଚାଷୀ କ୍ଷତି ସହି ଚାଲିବେ, ଏହିଭଳି ରିପୋର୍ଟକୁ ମଧ୍ୟ ଚାଷୀ ଦେଖିବା ପାଇଁ ବାଧ୍ୟ ହେବେ ଏବଂ ଆୟୋଗ ତଥା ସରକାରଙ୍କୁ କଡା ପ୍ରଶ୍ନ ପଚାରିବା ଆରମ୍ଭ କରିଦେବେ

Orissa's ground water resources deplete by over 16 percent in 6 years

While releasing the latest ground water resource assessment for Orissa, the Directorate of Groundwater Survey and Investigation (DGSI), informed that Orissa has 16,68,914 hectare metre (HM) or 16.69 BCM of net dynamic groundwater resources available for development. Out of this, about 4.4 BCM is presently being used for various uses. This assessment had prompted Chief Minister Naveen Pattanaik to say, “the average level of groundwater utilisation in our State is only 26 per cent, and there is a lot of scope for further utilisation”.

But neither the report said nor the Chief Minister mentioned about a frightening trend revealed by the latest estimation. It reveals that ground water resource has dropped by a whopping 16 percent in just six years. The earlier estimation, made in year 2004, had assessed Orissa ground water resource at 21 BCM. This belies the theory that we are underutilising ground water resources. There is no meaning in saying that we are using only 26 percent of ground water resources and thus a lot of scope still left, when our ground water resources is depleting so fast. Further, the latest assessment also reveals that use of ground water resources has increased by 42 percent than 2004 level.

Rapid fall in ground water resources and massive increase in ground water use make a deadly and devastating combination. The drop in ground water resources is cause of serious alarm. We must introspect and find out causes of such depletion, especially when the government and concerned departments continue to say that we are underutilizing our replenish-able ground water resources.

We Want Our Agriculture Minister To Be Passionate About Agriculture

In this week we saw our honorable agriculture minister Dr Damodar Rout writing two articles in a sequence which was published in the edit page of the Samaj. Coming from an agriculture minister, presumably we expected something on agriculture. And there was no dearth of current issues and topics to discuss on agriculture. Looming threat of severe and widespread drought condition, sudden spurt of farmer suicides etc deserve headlines and editorial spaces in newspapers and news channels.  

But Dr Rout proved us horribly wrong. His two articles had nothing to do with agriculture... the word 'agriculture' or 'farmer' did not even crop in either of the two articles. Both articles tried to advocate how essential big industries are for our development; how forests have to be felled to make way for mining; how barren lands are being described as forest; how government officers converted barren lands as forest from their desks; how water have to be given to the industries etc. The writings carried the stamp of an advocate heavily paid by his clients to strongly present their cases. And his writings made it amply clear who his clients were - Vedanta and Posco. 

Its a pity that our own agriculture minister does not believe that agriculture can bring development to the state. This is ludicrous and pathetic. On one hand we continue to say that our agriculture potentials are severely underutilised and thus the scope for improvement and growth are enormous. But on the other hand our agriculture minister believes that there is no future in agriculture. The minister sheds no tear when a farmer poisons him/herself. But when his pet clients get jolts, he hurriedly devotes all his time to give interviews to channels and pen articles for editorial pages.  

Time to think whether we will be better off without an agriculture minister like him. We have no objection if he is made minister for mines or industries. Then he can write pages and pages and hold hour long briefs for his clients. But Dr Rout presently being an agriculture minister, we cannot probably be that tolerant to his recent talks, writings and actions. 

Dr Rout flaunts his 'farmer background' to justify his qualifications for the present post, i.e., of an agriculture minister . We thank him for being a farmer at some point in his past. But we hope that he will stick to that identity and work to make agriculture the chief vehicle of our state's development.
