At least 35% irrigation cover in all blocks of Odisha - where are we?

 In 2005, Odisha government had started an ambitious programme - to create a minimum of 35% #irrigation potential in all blocks of the state.

This was to be achieved in three years - by year 2009-10.

17 years later, 65 blocks do not yet have that status.
