It Is Serious If Water Quality Test Report Is True - It Is More Serious If The Test Report Is Untrue

If we believe the data entered into the MIS of  Ministry of Drinking Water and Sanitation, then the RWSS department of Odisha has found out 1.4 mg/L of Arsenic in a source in Nuapada district in the year 2015-16. If this level of Arsenic contamination in the water source was true, then that should have rung alarm bells at all levels as 1.4mg of Arsenic in one liter of water is seriously life-threatening. The Bureau of Indian Standard (BIS) specifies that 0.01 Mg/L is the ‘acceptable limit’ for Arsenic while at best 0.05 Mg/L is the permissible limit in absence of alternate source. 

If the RWSS department did identify such high level of Arsenic in the drinking water source then it was the first identification of Arsenic contamination in a drinking water source in Odisha. That finding should have stirred all concerned from slumber as not only Arsenic contamination was identified for the first time but that was identified in an area which is ridden with serious fluoride contamination in water. Fluoride and Arsenic are two of the most serious chemical contaminants which are life-threatening and or cripple people. That is why the central government has launched national-submission to ensure safe water in areas affected by Fluoride and Arsenic contaminated water. 

If Arsenic contamination, and that too of such a high level, was identified in that source in Nuapada district in a test conducted on February 08, 2016, then everybody concerned - starting from the laboratory technician who did the study to senior officials in the RWSS Odisha and also the union Ministry for Drinking Water and Supply - should have taken note of it. But in this case, prima-facie, it seems that nobody was bothered or concerned even a bit about it.  The MIS of the Ministry is designed to provide information so that water quality can be monitored and surveillance can be done at different levels. In this case, nothing happened. 


This example gives enough evidence to raise strong critical fingers at the manner in which water quality tests are being done, reported and monitoring and surveillence is conducted. In the present case, this particular source in Sinapali block of Nuapda district in Odisha was first tested only on February 08, 2016 when the Nuapada district laboratory of RWSS reportedly found 1.4mg/L of Arsenic in the source. That was the only chemical parameter that RWSS laboratory tested in that year. 

As per Water Quality Monitoring and Surveillance mandate of the government, the drinking water supplying departments of government have to mandatorily test at least eight chemical parameters - Alkalinity, Arsenic, Chloride, Fluoride, Iron, Nitrate, pH and TDS. These tests have to be done at least once every year. Besides, all sources have to be tested at least twice a year for bacterial contamination. In this case, the Nuapada district laboratory of RWSS conducted test of Arsenic parameter only and reportedly found very high level of Arsenic contamination. 

The MIS is designed to ensure proper and thorough Water Quality Monitoring and Surveillance. But in this case, monitoring and surveillance were seen nowhere. When the RWSS found the source as having seriously harmful level of contamination, as per the mandate of the Water Quality Monitoring and Surveillance, the RWSS should have gone for more tests of the source to verify the contamination level. The RWSS did not do that. It tested that source 19 months later. But, surprisingly, Arsenic parameter was not even tested in that second test whose result was reported to the MIS on September 09, 2016. The only chemical parameter tested in the second test was fluoride. High Arsenic was found in the previous test but the parameter was not even tested in the next test. Not only did the RWSS neglected, nobody in the whole chain of Water Quality Monitoring and Surveillance seemed bothered or interested.

This is utterly confusing and disappointing. It points to grave instances of negligence and/or incompetence by the RWSS, the organization designated to test water quality in rural Odisha and ensure supply of safe water. This is serious violation water quality monitoring and surveillance protocol. 


It is serious if the test report that the said source in Nuapada district of Odisha was found with absolutely dangerous level of Arsenic was true. It is more serious that Arsenic contamination was true but no follow up was done. But, it is far more serious if the report of Arsenic contamination was untrue as that gives evidence of seriously malfunctioning Water Quality Monitoring and Surveillance mechanism. 

Hopefully, the Panchayatiraj and Drinking Water department in the Government of Odisha, the Union Ministry of Drinking Water and Supply will take note of such serious lapses and/or inefficiencies in water quality monitoring and surveillance and people's right to safe water is being threatened with such acts. A time has come where every person has to start doing monitoring and surveillance of water quality.

ସେହି ଏକା ନଳକୂଅର ପାଣି,ସେହି ଏକା ସରକାରୀ ଜଳ ପରୀକ୍ଷଣ କେନ୍ଦ୍ର ଜଳ ପରୀକ୍ଷଣ ରିପୋର୍ଟରେ କିନ୍ତୁ ଭୀଷଣ ତାରତମ୍ୟ ଜାନୁଆରୀ ୨୦୧୭ରେ ନଳକୂଅ ଉତ୍ସଟିର ପାଣି ପରୀକ୍ଷା କରି ଜଳ ପରୀକ୍ଷଣ କେନ୍ଦ୍ର ଜଣାଇଲା ଯେ ପ୍ରତି ଲିଟରେ ପାଣିରେ ୦.୩୩ ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ଅଛିମାତ୍ର ତିନିମାସ ପରେ ଏପ୍ରିଲରେ ଆଉଥରେ ପରୀକ୍ଷଣ କରି କହିଲା ଯେ ତହିଁରେ ୧୩.୮୬ ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ଅଛିନଳକୂଅଟି ଅଛି ବାଲେଶ୍ୱର ଜିଲ୍ଲାର ପତ୍ରିପାଲ ଗ୍ରାମପଞ୍ଚାୟତର ବାଲିପାଳ ପ୍ରାଥମିକ ବିଦ୍ୟାଳୟରେ ଆଉ ଜଳପରୀକ୍ଷଣ କରିଛି ଗ୍ରାମ୍ୟ ଜଳଯୋଗାଣ ବିଭାଗର ବାଲେଶ୍ୱରରେ ଥିବା ଜଳ ପରୀକ୍ଷଣ କେନ୍ଦ୍ର  ବ୍ୟୁରୋ ଅଫ ଇଣ୍ଡିଆନ ଷ୍ଟାଣ୍ଡାର୍ଡ ଅନୁସାରେ ଲିଟରେ ପାଣିରେ ଅତି ବେଶୀରେ ୧ମିଲିଗ୍ରାମ ଯାଏ ଫ୍ଲୋରାଇଡ ରହିଲେ ତାହା ପିଇବା ଖାଇବା ପାଇଁ ଠିକ ତେବେ ଯଦି ଅନ୍ୟ କୌଣସି ଜଳଉତ୍ସ ନ ଥାଏ ତେବେ ପାଣିରେ ୧.୫ମିଲିଗ୍ରାମ ଯାଏ ଫ୍ଲୋରାଇଡ ଥିଲେ ଚଳିବ, ତହିଁରୁ ଅଧିକ ହେଲେ ତାହା ଭୟଙ୍କର ବିପଦ ସେହି ଜଳର ବ୍ୟବହାର ଲୋକଙ୍କୁ ଫ୍ଲୋରୋସିସ ରୋଗରେ ଆକ୍ରାନ୍ତ କରି ସାରା ଜୀବନ ପାଇଁ ବିକଳାଙ୍ଗ ଓ ଅନ୍ୟାନ୍ୟ ଶାରୀରିକ ଜଟିଳତାରେ ଜର୍ଜରିତ କରିଦେବ କହିବାର ତାତ୍ପର୍ଯ୍ୟ ହେଲା ଯେ ପାଣିରେ ଏତେ ଟିକିଏ ଫ୍ଲୋରାଇଡର ଫରକ ରହିଲେ ତାହାର ଗୁଣରେ କେତେ ବଡ ପରିବର୍ତ୍ତନ ହୋଇଯାଉଛି. କିନ୍ତୁ ବାଲେଶ୍ୱରରେ ଥିବା ସେହି ଜଳଉତ୍ସର ପାଣିରେ ଏତେବଡ ଫରକ ଆସିଲା କିନ୍ତୁ କାହାରି ନଜରକୁ ତାହା ଆସିଲାଣି କେମିତି

କଣ ହୋଇଗଲା ତିନି ମାସରେ ଯେ ଉପରବର୍ଣ୍ଣିତ ଉତ୍ସର ପାଣିରେ ଫ୍ଲୋରାଇଡ଼ର ମାତ୍ରାରେ ଏତେ ପ୍ରଭେଦ ରହିଲାକୌଣସି କାରଣରୁ ଊତ୍ସଟି ଦୂଷିତ ହୋଇଗଲା ନା ଜଳ ପରୀକ୍ଷଣ ବ୍ୟବସ୍ଥା ହିଁ ସଂକ୍ରମିତ ହୋଇଯାଇଛି ଠକାମୀଭଣ୍ଡାମୀ ବା ଅପାରଗତାର ରୋଗରେପ୍ରଥମଟି କାରଣ ହୋଇଥିଲେ ଫ୍ଲୋରାଇଡ଼ର ମାତ୍ରା ଏତେ ଅଧିକ ବଦଳି ନଥାନ୍ତା ଭିନ୍ନ ପରୀକ୍ଷଣରେ ଫ୍ଲୋରାଇଡ଼ର ମାତ୍ରାରେ କିଛି ଭିନ୍ନତା ରହିପାରେକିନ୍ତୁ ଏତେ ବଡ ପାର୍ଥକ୍ୟ କଦାପି ହେବନାହିଁ ଏହା ନିଶ୍ଚିତ ଭାବରେ ସରକାରୀ ଜଳ ପରୀକ୍ଷଣ ତନ୍ତ୍ରର ବିଫଳତା ଓ ଶଠତାକୁ ହିଁ ଦର୍ଶାଉଛି କେହିକେହି କହି ପାରନ୍ତି ଯେ ଗୋଟିଏ ବିଦ୍ୟାଳୟର ଉଦାହରଣ ଦେଇ ଏଭଳି ଏକ ବିରାଟ ଅଭିଯୋଗ ଆଣିବା ଠିକ ନୁହଁ ଆଉ ଗୋଟେ ଉଦାହରଣ ଦେବା ସେହି ପଞ୍ଚାୟତର ବାହାରଦା ଗ୍ରାମର ନୂଆଗାଁ ପ୍ରାଥମିକ ବିଦ୍ୟାଳରେ ଥିବା ନଳକୂଅର ଜଳ ପରୀକ୍ଷଣ କେନ୍ଦ୍ର ପ୍ରଦାନ କରିଥିବା ତଥ୍ୟ ଅନୁସାରେ ସେହି ନଳକୂଅର ପାଣିରେ ଫେବୃଆରୀ ୨୦୧୪ ଓ ଜାନୁଆରୀ ୨୦୧୫ରେ ୦.୭ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ଥିଲା କିନ୍ତୁ ଜୁଲାଇ ୨୦୧୬ରେ ତହିଁରୁ ୫.୪ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ବାହାରିଲା ପରୀକ୍ଷଣ କେନ୍ଦ୍ର ଜାନୁଆରୀ ୨୦୧୭ରେ ଉତ୍ସର ଆଉଥରେ ପରୀକ୍ଷଣ କଲା ଆଉ କହିଲା ଯେ ତହିଁରେ ମାତ୍ର ୦.୦୮୪ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ଅଛି ଆଶ୍ଚର୍ଯ୍ୟ ହେଲେଆହୁରି ଅଛି ତାହାର ୩ମାସ ପରେ ଆଉ ଏକ ପରୀକ୍ଷଣରୁ କୁଆଡେ ବାହାରିଲା ଯେ ସେହି ଜଳଉତ୍ସରେ ୩.୭୬ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ଅଛି ଏହା କେମିତି ହେଉଛିସମ୍ପୂର୍ଣ୍ଣ ଅବାସ୍ତବତା! କେହିକେହି ହୁଏତ ପୁଣି  କହିବେ ଯେ ବାଲେଶ୍ୱରର ଦୁଇଟି ଉଦାହରଣରୁ କଣ ରାଜ୍ୟଟା ସାରା ଏମିତି ଶଠତା ଚାଲିଛି ବୋଲି କହିବା? ଠିକ କଥା ନୂଆପଡା ଜିଲ୍ଲାର ପାନୀୟ ଜଳଉତ୍ସମାନଙ୍କରେ ଫ୍ଲୋରାଇଡ ପ୍ରଦୂଷଣ ଅତି ବ୍ୟାପକ ବୋଲି ସମସ୍ତେ ଜାଣନ୍ତି ନୂଆପଡାର ଭାତ ହାଣ୍ଡିରୁ ଗୋଟେ ଭାତ ଚିପୁଡିବା ବୋଡେ଼ନ ବ୍ଲକର କର୍ଲାକୋଟ୍ ପଞ୍ଚାୟତର କିରେଝୋଲା ଗାଁର ବୈଦନ୍ତପଡାରେ ଥିବା ନଳକୂଅର ପାଣିକୁ ୨୦୧୩ ଓ ୨୦୧୪ ମସିହାରେ ପରୀକ୍ଷା କରି ନୂଆପଡାର ଗ୍ରାମ୍ୟଉନ୍ନୟନ ବିଭାଗ ଜଳ ପରୀକ୍ଷଣ କେନ୍ଦ୍ର  କହିଥିଲା ଯେ ତହିଁରେ ୩.୧ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ଅଛି ସେହି ଗାଁରେ ଅନେକ ଫ୍ଲୋରୋସିସ ରୋଗୀ ଅଛନ୍ତି କାରଣଟା ସ୍ପଷ୍ଟ ସେହି ଉତ୍ସର ଜଳକୁ ୨୦୧୬ ମସିହାରେ ଦୁଇଥର ପରୀକ୍ଷା କରାଗଲା ଥରେ ୧.୫ମିଲିଗ୍ରାମ ଓ ଆଉଥରେ ୧.୧ ମିଲିଗ୍ରାମ ଫ୍ଲୋରାଇଡ ବାହାରିଲା ଫେବୃଆରୀ ୨୦୧୭ରେ ଆଉଥରେ ପରୀକ୍ଷଣ କରି ଗ୍ରାମ୍ୟ ଜଳଯୋଗାଣ ବିଭାଗ କହିଲା ଯେ ସେଥିରେ ମାତ୍ର ୦.୧୬ମିଲିଗ୍ରାମ ହିଁ ଫ୍ଲୋରାଇଡ ଅଛି ଅଭୁତପୁର୍ବ ଏମିତି ପରୀକ୍ଷଣ ଓ ଏମିତି ରିପୋର୍ଟ ଏମିତି ଉଦାହରଣ ଭରି ହୋଇ ରହିଛି  ଜଳପରୀକ୍ଷଣରେ ଏତେବଡ଼ ବିଭ୍ରାଟଏତେବଡ ବିଶୃଙ୍ଖଳା କିନ୍ତୁ କାହାର ଯେମିତି ତାହାକୁ ପରବାୟ ନାହିଁ!

ଲୋକଙ୍କୁ ସ୍ୱଚ୍ଛ ଓ ନିରାପଦ ପାନୀୟ ଜଳ ଯୋଗାଇବା ସରକାରଙ୍କ ଖାଲି ଏକ କର୍ତ୍ତବ୍ୟ ନୁହେଁଭାରତୀୟ ସମ୍ବିଧାନର ଧାରା ୨୧ ଅନୁସାରେ ଏହା ନାଗରିକର ଏକ ମୌଳିକ ଅଧିକାର ସ୍ୱଚ୍ଛ ଓ ନିରାପଦ ଜଳ ଯୋଗାଇବା ପାଇଁ ସରକାର ବାଧ୍ୟ ଆଗରୁ ପାଣିର ମାନ ଉପରେ ବେଶୀ ଦୃଷ୍ଟି ନଥିଲା କିନ୍ତୁ ବିଭିନ୍ନ ଉତ୍ସର ପାନୀୟ ଜଳରେ ରାସାୟନିକ ଓ ଅନ୍ୟ ପ୍ରଦୂଷଣଜନିତ ସମସ୍ୟା ଦେଖାଦେବାରେ ଲାଗିଲା ତହିଁରୁ ଫ୍ଲୋରାଇଡ ଓ ଆର୍ସେନିକ ସବୁଠାରୁ ବଡ ବିପଦ ଭାବରେ ଉଭାହୋଇ ଲୋକଙ୍କୁ ଭୀଷଣଭାବରେ ରୋଗାକ୍ରାନ୍ତ କରିବା ଆରମ୍ଭ କଲା ସରକାରମାନେ ଏହାକୁ ନେଇ ଚିନ୍ତିତ ହେଲେ ଓ ସୁପ୍ରିମ କୋର୍ଟ ତଥା ହାଇକୋର୍ଟମାନେ ଏହାକୁ ନେଇ ସରକାରଙ୍କୁ ଉତ୍ତରଦାୟୀ କଲେ ସରକାର ୨୦୦୬ ମସିହାରେ ଏଥିପାଇଁ 'ପାନୀୟ ଜଳର ମାନ ତଦାରଖ ଓ ନିରୀକ୍ଷଣନାମରେ ଏକ ସ୍ୱତନ୍ତ୍ର ଯୋଜନା ଆରମ୍ଭ କଲେ ପରେ ତାହା 'ଜାତୀୟ ଗ୍ରାମୀଣ ପାନୀୟ ଜଳ କାର୍ଯ୍ୟକ୍ରମ'ର ଏକ ଅଂଶ ହୋଇଗଲା ଏହି କାର୍ଯ୍ୟକ୍ରମରେ ପାନୀୟ ଜଳର ନିୟମିତ ଓ ସଠିକ ପରୀକ୍ଷଣ ପାଇଁ ସ୍ୱତନ୍ତ୍ର ଅର୍ଥ ଓ ଦାୟିତ୍ୱର  ବ୍ୟବସ୍ଥା ହୋଇଛି ଯୋଜନା ଅନୁସାରେ ପ୍ରତ୍ୟେକ ପାନୀୟ ଜଳଉତ୍ସକୁ ବର୍ଷରେ ଅତି କମରେ ଥରେ ରାସାୟନିକ ମାନ ଏବଂ ଦୁଇଥର ଜୈବିକ ମାନର ଯାଞ୍ଚ ପାଇଁ ପରୀକ୍ଷଣ କରାଯିବ

ଏହି ଯୋଜନା ଅନୁସାରେ ଓଡ଼ିଶାରେ ମଧ୍ୟ ଜଳର ମାନ ପରୀକ୍ଷଣ ଚାଲିଛି ଜଳ ପରୀକ୍ଷଣ ରିପୋର୍ଟ ଖୋଜିବା ଜଣେ ସାଧାରଣ ଲୋକ ପକ୍ଷରେ ସହଜ ନୁହେଁ ୱେବସାଇଟକୁ ଯାଇ ତାହା ଖୋଜିବାକୁ ପଡିବ କିନ୍ତୁ ଆରମ୍ଭରେ 'ପାନୀୟ ଜଳର ମାନ ତଦାରଖ ଓ ନିରୀକ୍ଷଣଯୋଜନାର ପରିକଳ୍ପନା ସେମିତି ନଥିଲା ଏହାକୁ ଏକ ଜନ-ଆଧାରିତ ଯୋଜନା ଭାବରେ ଗଢ଼ା ଯାଇଥିଲା ଜଳ ପରୀକ୍ଷଣରେ ଲୋକେ ଯେମିତି ପୁରା ସାମିଲ ହେବେ ତାହାକୁ କେନ୍ଦ୍ରକରି ଯୋଜନା ପ୍ରସ୍ତୁତ ହୋଇଥିଲାପରିକଳ୍ପନା ସିନା ହେଲା କିନ୍ତୁ କାର୍ଯ୍ୟକାରୀ ହୋଇପାରିଲା ନାହିଁ ପ୍ରତି ଉତ୍ସ ପ୍ରତିବର୍ଷ ନିଶ୍ଚିତ ଭାବରେ ପରୀକ୍ଷଣ ହେବାର ଥିଲା ତାହା ତ ହେଲା ନାହିଁଯେଉଁ କିଛି ପାନୀୟ ଜଳଉତ୍ସର ପରୀକ୍ଷଣ ହେଉଛି ତାହାର ଝଲକ ଏହି ଆଲେଖ୍ୟରେ ହିଁ ଦେଖି ସାରିଛେ ଲୋକେ ତ ତାହାର ଟେର୍  ପାଉ ନାହାନ୍ତିଯେଉଁ ସ୍ଥାନୀୟ ସଂସ୍ଥା ଉପରେ ପାନୀୟ ଜଳ ଯୋଗାଇବାର ଦାୟିତ୍ୱ ବର୍ତ୍ତମାନ ନ୍ୟସ୍ତ ଅଛି ସେହି ପଞ୍ଚାୟତମାନଙ୍କ ପାଖରେ ମଧ୍ୟ ଜଳପରୀକ୍ଷଣ ସମ୍ବନ୍ଧିତ କିଛି ସୂଚନା ସାଧାରଣତଃ ପହଞ୍ଚେ ନାହିଁଏମାନେ ଜଳ ପରୀକ୍ଷଣରେ ସାମିଲ ହେଉନଥିବା ବେଳେ ଯେଉଁ ଅଧିକାରୀମାନେ ସାମିଲ ଅଛନ୍ତି ବା ରହିବା କଥା ସେମାନେ ତଥ୍ୟସବୁକୁ କେମିତି ଦେଖୁଛନ୍ତି ପରଖୁଛନ୍ତି ତାହା ଜଳଜଳ ଦିଶୁଛି ସମାନ ଉତ୍ସରେ ଫ୍ଲୋରାଇଡ଼ର ମାତ୍ରାରେ ଏତେ ଅବାସ୍ତବ ଫରକ ରହୁଛି କିନ୍ତୁ କେହି କିଛି କେମିତି ଦେଖିପାରୁ ନାହାନ୍ତିସରକାର ତଥା ଏହି ବ୍ୟବସ୍ଥାରେ ଜଡିତ ସମସ୍ତଙ୍କୁ ତାଙ୍କ ଅପାରଗତା ବା ଠକାମୀ ପାଇଁ ଉତ୍ତରଦାୟୀ ହେବାକୁ ପଡିବ ଲୋକଙ୍କ ଜୀବନ ମୂଲ୍ୟବାନପାଣି ପାଇଁ ଲୋକଙ୍କ ଜୀବନ ବରବାଦ ହେବା ଏକ ଦୋଷଏକ ଅକ୍ଷମଣୀୟ ଅପରାଧ

Fluorosis Mauls Flowery Dreams of Phulkumari

A bubbly workaholic Phulkumari looses everything to fluorosis in a span of mere four years.


The whole surrounding became electric and cheerful when Sukanti, came to Karlakote village in 2006, as a bride to Suresh Patel. She was beautiful and mingled with  all in her new village with respect and affection. “Soon after my marriage I not only took up the role of managing her family, comprising myself and my husband, but also helped  with labour in our households farming activity, and earned additional income through collection of  kendu leaf and mahul, and also earning wage employment during agriculture season.

Now, in 2016, the only activities that Phulkamari does is the basic necessity to attend to call of nature, take bath, sit, sleep and eat to sustain. “Even doing these basic activities for myself is an enourmous pain for me,” says Phulkumari. She is not able to stand upright and makes painful few small strides when she is forced to walk.

“I was very fine till up to year 2008. But, by 2010, when I was barely 22 years old, I was crippled. My whole world turned upside down,” recollects Phulkumari. “I lost capacity to earn and I lost capacity to even do our own household work,” adds she. Now her husband does part of what Phulkumari was doing so effectively, including cooking, cleaning the house, do other chores of the house as well as earn livelihoods for both of the two. 

With just one acre of land, the family of Suresh and Phulkumari was never very well off. Even with such meager income Suresh and Phulkumari had travelled to Sambalpur, 250 kilometers away, to seek treatment and redress. That is a missionary hospital that provides treatment at low and subsidized cost to poor people. “The doctor of that hospital gave me medicine and assured us that it will get alright. We do not know what he diagnosed. It didn’t heal. The problem only grew bigger,” recalls Phulkumari. “In just two years I became fully defunct,physically and we became mentally and economically drained,” adds a dejected looking Phulkumari.

“Our land provides us rice for a year only. For income we have to do wage earning. Earlier we both were going for wage earning, now only I go after doing all the household chores,” says Suresh. Phulkumari was earning big. ‘We never count how much we earn, but what Phulkumari was earning was quite big for our family. We have totally lost that income.  We do not have money to take her to bigger hospitals in large cities,” says tired but still hopeful Suresh. 

Phulkumari is not alone in her village Karlakot in Nuapada district of Odisha. “Many others have become crippled. People of an NGO tell us that it is fluorosis disease caused by contaminated water of the village tube well. We now know that it is because of the bad quality of water of the tube wells that we were trusting as clean and safe water”, says Phulkumri. Government has already identified this village as fluoride affected. “Few years ago some government people asked villagers to not use water of the tubewells. A year later government started supplying water from the Sunder river that flows nearby. But the pipe water network fails often and villagers keep drinking high fluoride contaminated water,” Suresh. “A team from Bhubaneswar had visited once. But, no doctor team has ever visited us,” complains Phulkumari.

Further adding salt to the injury is the severe feeling of getting excluded even by the government. “We have made numerous request to provide us a fluorosis of disability certificate and provide us pension. But our request have fallen on deaf ears,” alleges Suresh. 

The family is devastated. The only saving grace for them is support from the neighbours and relatives. Suresh’s house which was brimming with energy on his marriage day in 2006, wears a deserted look now. And Phulkumari, the beautiful bride with truck loads of dreams on that lovely marriage day, is has lost almost everything, including the hope to become a mother.

Fluoride in Drinking Water - Government's answer in Odisha Assembly woefully off-target

From media coverage of Odisha Assembly proceeding, we have learnt that fluoride contamination of drinking issue came up for discussion in Odisha Assembly on July 15,2014. In his reply Honourable Minister for Rural Development Sri Badri Narayan Patra has reportedly informed the House that a total of 927 villages, including 118 villages in Nuapada district, have been identified as those having high fluoride contaminated drinking water sources.

If the above media report is correct, then the august Assembly has in all probability been provided with wrong or incomplete information. Number of villages affected by Fluoride is far more than what have been stated by the Hon’ble Minister.

The Ministry of Drinking Water and Sanitation maintains a web based MIS. As per the MIS for year 2013-14, 987 drinking water sources, out of a total of 8,605 sources tested in Nuapada district, were found to be having fluoride content in excess of 1.5 mg per litre which is the danger level.  This was the test result of ‘Field Test Kits (FTK)’ based water testing. 

The laboratory test result, which is considered more accurate, also shows that numbers of villages affected in Nuapada are far more than what the Minister told the Assembly. From a thorough culling of MIS data it was found out that 739 drinking water sources in 201 villages had been identified with fluoride contamination in excess of 1.5 mg in year 2013-14. Some sources even reported contamination as high as 7.75 mg/litre. Even these figures looks incomplete as the MIS did not report any fluoride contamination in as many as 42 Gram Panchayats. For example, the MIS did not show any fluoride contaminated source in Bhaisadani, Boirgaon and Sunapur Panchayats of Boden Block; Jhagrai, Kendetara, Michhapali, Mundapalla, Nuagaon, Pendrawan, Rajana, Sialati, Soseng, Sunabeda, Tarbod, Thikapali and Tikrapada of Komna Block ; Dabri, Khasbahal, Sardhapur and Tukula Panchayats of Khariar Block; Amsena, Biromal, Bisora, Boirbhadi, Budhipali, Dharambandh, Dumerpani, Godfula, Kendubahara, Kermelli, Khuntvanveera, Kodomeri, Kotenchhuan, Kulia Bandh, Mota Nuapada, Parkod, Rajput Nuapada, Saliha and Tanwat Panchayats of of Nuapada Block;  Khairpadar, Sinapali and Timanpur Panchyats of Sinapali Block. Many Panchayats have been reported with just one or two fluoride contaminated sources.


In the above circumstances, the reply by Government to the Assembly on July 15, 2014 seems to be woefully incorrect. Regional Centre for Development Cooperation (RCDC) expresses its concern that fluoride contamination is not being taken seriously by the State Government. Wrong and incomplete information will only harm the drive to provide people safe water. Thus, the primary responsibility of regularly testing the sources has to be accorded top priority and the database has to be updated at the earliest. Implementation of mega-pipe water supply projects, too, needs to speed up with determination.
