How Hirakud dam is hugely vulneable and can be a big threat...

let's spare some thoughts for Hirakud. We have to. We just can't escape without thinking about it. The dam itself is highly vulnerable to flood flow, and in being so, it makes a large part of Odisha hugely vulnerable to a major disaster. 

The current live storage capacity of Hirakud reservoir is 3.6 Million Acre Feet or even less. After recent rainfall in Kalahandi and Balangir, the Tel River continued to flow over 9 lakh cusec for over 12 hours (as measured at Patharla river gauge station). Suppose this volume of water enters Hirakud reservoir and let’s further suppose that Hirakud reservoir is totally empty, at its dead storage level of 590 ft as flood flow of that volume starts entering the reservoir. Do you know how long it will take to reach the reservoir’s Full Reservoir Level (FRL) of 630 ft? With an inflow of about 9 lakh cusec, Hirakud will take a mere 48 hours to get totally filled up from dead level.

Just imagine the threat: Hirakud reservoir’s catchment is 3.6 times larger than Tel river’s basin area. This means, if rainfall of similar intensity, as was in Balangir and Kalahandi occurs in Hirakud’s command area, occurs in Hirakud’s catchment area; it will take just about 12 hours for the reservoir to get full from its dead storage level. The dam does not stay at dead storage level – especially from August onwards.

Let’s further remember that vast area of Western Odisha – including Sambalpur, Burla and Hirakud - had received >500 mm rainfall in a single day last year.

Hirakud reservoir is absolutely incapable to handle such inflow. Its current water Release Capacity - through the entire existing 34 nos. of spillway gates & 64 nos of under sluice gates of Hirakud Dam - is a mere 42450 m3 /sec or about 15 lakh Cusec. Some of gates have never been opened and probably are not in a position to open. In the meanwhile, the Central Water Commission (CWC) has enhanced Probable Maximum Flood (PMF) to 69632 m3 /sec or about 24.6 lakh Cusec. Just imagine the threat.

Risk-informed plan and action is essential to reduce disaster

 ‘Odisha has been a leader in disaster management, it is gearing to be a leader in risk-informed development’, said Bishnupada Sethy, Special Relief Commissioner in the concluding session of two-day long consultation on 'Risk-Informed Development'


Saying that ‘Changing scale, type and scope of disasters are giving more surprises now’, Special Relief Commissioner of Odisha Mr. Bishnupada Sethy emphasised that ‘there is no way that we can ignore risks and yet expect to reduce disaster distresses. Mr. Sethy was addressing in the inaugural session of two-day long state level consultation on ‘Risk Informed Development’ which started at Bhubaneswar on Friday. Senior officials government departments, district level offices associated with planning and disaster management, scientists and experts, civil society representatives working on disaster risk reduction discussed on the need and ways to integrate risks in planning and development action. The consultation focussed on eight important sectors – Health, Water, Sanitation, Education, Child Protection, Livelihoods, Food Security, Shelter & Infrastructure.

The consultation was jointly organised by Odisha State Disaster Management Authority (OSDMA), UNICEF, IAG and Oxfam India. The inaugural session on Friday - presided over by former member of Board of Revenue Dr. Aurobindo Behera; and addressed by Mr. Gagan Dhal, Agriculture Production Commissioner; Mr. Bishnupada Sethy, SRC & MD, OSDMA; Prof. Vinod Menon, Founder Member of National Disaster Management Authority (NDMA); UNICEF’s state head Ms. Monica Nelson - set the tone for the two-day long consultation.

Top officers including Agriculture Production Commissioner Gagan Kumar Dhal; Principal Secretary of Agriculture department Dr. Sourabh Garg; Senior officials of other departments; national and international experts like Prof. Vinod Menon; Prof. Chandran Ghosh of National Institute of Disaster Management; Director General of ICAR Dr. Trilochan Mahapatra; agriculture scientist and gene activist Ms. Suman Sahai; Dr. Somnath Hazra; Mr. P K Das; Mr. Pankaj Anand, Director of Oxfam India, UNICEF’s sector experts Dr. Vivek Virender Singh, Mr. Laxminarayan Nanda, Ms. Sipra Saxena; and other experts and researchers provided leads for discussion in the consultation.   


Dwelling on the backdrops of recent disasters and briefing on the objective of the consultation, Regional Manager of Oxfam India Mr. Akshaya Biswal said that development initiatives can affect us both ways as poor integration of risks will increase our disaster distress and good integration of risks will reduce our disaster risks; and hence this consultation expects to speed up coordinated actions to identify and integrate risks. Different sessions were moderated by Dr. Ambika Nanda, former UNDP state head and current CSR head of Tata Steel; Ms. Abha Mishra, UNDP state head; Ms. Kirti Mishra, chief of CRS; Dr. Vivek Virender Singh of UNICEF; and Mr. Manoranjan Behera, coordinator of IAG-Odisha. 

Oxfam India, UNICEF and IAG are committed to take the mandate of Risk Informed Development forward in close coordination with the OSDMA and other government and non-government agencies.

ସରକାରୀ ମିଛ?

(In my today's OpEd piece in Dharitri,  I have been very critical of three recent lies or huge exaggeration by Odisha government. Such lies must be condemned as they shatter our trust in government information collection and dissemination mechanism. Having criticised the Odisha government in this article, I must also tell that the central government has been no better in spreading lies or blatant exaggerations.)

ଶୁକ୍ରବାର ସକାଳୁସକାଳୁ ଫୋନଟେ ପାଇ ବଡ ଆଶ୍ଚର୍ଯ୍ୟ ଲାଗିଲା ଆରପଟରୁ ବନ୍ଧୁଜଣକ ବିକଳ ହୋଇ ପଚାରିଥିଲେ 'ଆଜି ମୋର ଭୁବନେଶ୍ୱରରେ ଗୋଟେ ଜରୁରୀ କାମ ଅଛି କିନ୍ତୁ ଶୁଣିଲି ସରକାର ପ୍ରବଳ ବର୍ଷାର ଚେତାବନୀ ଦେଇ ଭୁବନେଶ୍ୱରର ସମସ୍ତ ବିଦ୍ୟାଳୟ ବନ୍ଦ ପାଇଁ ନିର୍ଦ୍ଦେଶ ଦେଇଛନ୍ତି ଏବଂ ସାରା ଓଡ଼ିଶାର ସମସ୍ତ ଅଙ୍ଗନବାଡି କେନ୍ଦ୍ରକୁ ବନ୍ଦ ରଖିବା ପାଇଁ ଆଦେଶ ଜାରି କରିଛନ୍ତି’ ବଡ ଅଡୁଆ ଲାଗିଲା ମୋତେ ପାଗ ଅବଶ୍ୟ ମେଘୁଆ ଥିଲା କିନ୍ତୁ ମୋତେ ବଡ ବର୍ଷାର କୌଣସି ସୂଚନା ଦିଶୁ ନଥାଏ ମୁଁ ଜଳବାୟୁ ବିଭାଗ ୱେବସାଇଟରୁ ସକାଳର ଉପଗ୍ରହ ଚିତ୍ର ଦେଖିଲି, ବଡ ବର୍ଷା ତ' ଦୂରର କଥା ଦିନଟି ଶୁଖିଲା ରହିବାର ସମସ୍ତ ସୂଚନା ସେଥିରେ ସ୍ପଷ୍ଟ ଥିଲା ସତକୁ ସତ ଦିନଟା ସାରା ପ୍ରାୟ ଖରଟିଏ ହିଁ ରହିଲା ମନରେ ଅନେକ ପ୍ରଶ୍ନ ଆସିଲା ସରକାର କଣ ସତରେ ପାଣିପାଗ ବିଭାଗର ପୂର୍ବାନୁମାନ ଆଧାରରେ ସ୍କୁଲ ଅଙ୍ଗନବାଡି କେନ୍ଦ୍ର ବନ୍ଦ ପାଇଁ ନିର୍ଦ୍ଦେଶ ଦେଇଥିଲେ? ସତରେ ' ଜଳବାୟୁ ବିଭାଗ ସେମିତି ଏକ ପୂର୍ବାନୁମାନ ଜାରି କରିଥିଲା? ଯଦି ଜାରି କରିଥିଲା ତା'ହେଲେ ' ଆମର ବର୍ଷା ପୂର୍ବାନୁମାନ ବ୍ୟବସ୍ଥା ଏତେ ନିକୃଷ୍ଟ? ଏହି ପ୍ରଶ୍ନ ଆମକୁ ଆନ୍ଦୋଳିତ କରିବା କଥା କାରଣ ଭୁବନେଶ୍ୱର ଭଳି ଏକ ସହରରେ ଯେଉଁଠି ଉନ୍ନତ ଗମନାଗମନ ଯୋଗାଯୋଗ ବ୍ୟବସ୍ଥା ଅଛି, ସେଠି କାହିଁକି ସ୍କୁଲ ବନ୍ଦ ରହିବ ବୋଲି ସରକାର ଘୋଷଣା କଲେ? ଏଭଳି ଏକ ଘୋଷଣା ଲୋକଙ୍କ ମଧ୍ୟରେ ଏକ କୋକୁଆ ଭୟ ସୃଷ୍ଟି କରିବ ନି କି?

ସେମିତି ଏକ ଫୋନ ପାଇଥିଲି ଜୁଲାଇ ୨୨ ତାରିଖର ଭୋର ସକାଳୁ ମୁମ୍ବାଇରେ ଥିବା ବନ୍ଧୁଜଣକ ସିଧା ଆରମ୍ଭ କଲେ, 'ତୁମର କିଛି ଅସୁବିଧା ହୋଇନି '? ଆଶ୍ଚର୍ଯ୍ୟ ହୋଇ ପ୍ରଶ୍ନର କାରଣ ପଚାରିଲି କହିଲେ ସବୁ ଟିଭି ଚ୍ୟାନେଲରେ ଏବେ ଖବର ଚାଲିଛି ଯେ ବୁର୍ଲା ସମ୍ବଲପୁରରେ ରେକର୍ଡ ବର୍ଷା ହୋଇଛି ମୁଁ ବି ଟିଭି ଖୋଲିଲି ଖବର ଆସୁଥିଲା ଯେ ବୁର୍ଲାରେ ୨୪ ଘଣ୍ଟା ଭିତରେ ୬୨୨ ମିଲିମିଟର ବର୍ଷା ହୋଇଛି ଓଡ଼ିଶାରେ ସରକାରଙ୍କ ବିଭିନ୍ନ ବିଭାଗ ଟିଭିରେ ତଥା ସାମାଜିକ ଗଣମାଧ୍ୟମମାନଙ୍କରେ କହିଚାଲିଥାନ୍ତି ଯେ ତାହା କୌଣସି ଏକ ଦିନରେ ହୋଇଥିବା ବର୍ଷାର ଏକ ସର୍ବକାଳୀନ ରେକର୍ଡ  ଏହା ସହିତ ସମ୍ବଲପୁରରେ ୫୪୦ ମିଲିମିଟର ତଥା ଓଡ଼ିଶାର ବିଭିନ୍ନ ସ୍ଥାନରେ ସେମିତି ଭୀଷଣ ବର୍ଷା ହୋଇଥିବାର ଖବର ଆସୁଥାଏ ମୋତେ ବଡ ଆଶ୍ଚର୍ଯ୍ୟ ଲାଗିଲା କାରଣ ମୁଁ ସେହିଦିନ ସମ୍ବଲପୁରରେ ଥାଏ ପୂର୍ବଦିନ ସନ୍ଧ୍ୟାରୁ ରାତିର ପ୍ରଥମ ପହରରେ ବର୍ଷା ଅବଶ୍ୟ ଖୁବ ହୋଇଥାଏ, କିନ୍ତୁ ତାହା କେବେବି ୫୦୦-୬୦୦ ମିଲିମିଟର ବର୍ଷା ହେବ ନାହିଁ ବୋଲି ମୁଁ ସମ୍ପୂର୍ଣ୍ଣ ନିଶ୍ଚିତ ଥାଏ ତେବେ ଗଣମାଧ୍ୟମରେ ଯେତେବେଳେ ଏତେ ବର୍ଷା ହୋଇଛି ବୋଲି ଖବର ଆସୁଛି, ସମ୍ବଲପୁର ସହରର ସ୍ଥିତି କଣ ତାହା ଦେଖିବା ପାଇଁ ବାହାରି ପଡିଲି ଅନ୍ୟ ସମୟରେ ନର୍ଦ୍ଦମା ଜଳ ତଥା ବର୍ଷା ସମୟରେ ବନ୍ୟାଜଳ ନିଷ୍କାସନ କରୁଥିବା ସମ୍ବଲପୁରର ଦୁଇଟି ନାଳ ହେଲା ଧୋବିଯୋର ଟଙ୍ଗନା ନାଳ ନାଳ ଉଛୁଳିବା ଦୂରର କଥା, ବହୁଥିବା ପାଣିର ସ୍ତର ପ୍ରାୟ ଅଧା ହିଁ ଥିଲା ହଁ, ଅବଶ୍ୟ ଅନେକ ଅଞ୍ଚଳରେ ଘରେ ପାଣି ପଶିଥାଏ, କିନ୍ତୁ ସେହିସବୁ ଅଞ୍ଚଳରେରେ ଜଳ ନିଷ୍କାସନ ବ୍ୟବସ୍ଥା ଏକ ଖରାପ ଯେ ବେଙ୍ଗ ମୁତିଲେ ବି ତାହା ବୁଡିବ କିଛି ପୋଲରେ ନର୍ଦ୍ଦମା ଦଳ, ପ୍ଲାଷ୍ଟିକ ଆଦି ଜମା ହେବା କାରଣରୁ ପାଣି ନିଷ୍କାସନ ହୋଇନପାରି କିଛି ଅଞ୍ଚଳ ଜଳପ୍ଲାଵିତ ହୋଇଥାଏ କିନ୍ତୁ ସେହି ମଇଳା କାଢ଼ିଦେବା ମାତ୍ରେ ପାଣି ସଂଗେସଂଗେ ଖସି ଗଲା କୌଣସି ଗୋଟିଏ ବି ସ୍ଥାନରେ ସର୍ବକାଳୀନ ରେକର୍ଡ ବର୍ଷାର ଟିକିଏ ବି ପ୍ରମାଣ ପାଇଲିନି ପରଦିନ ଦେଖିଲା ବେଳକୁ ମହାନଦୀର ଖଇରମୂଳଠାରେ ମାତ୍ର ଲକ୍ଷ କ୍ୟୁସେକ ପାଣି ପ୍ରବାହିତ ହେଉଥିଲା ମୁଁ ହିସାବ କରି ଦେଖିଲି ଯେ ହୀରାକୁଦର ଜଳଭଣ୍ଡାରୁ ଟୋପାଏ ପାଣି ବି ତଳକୁ ଆସିଲେ ମଧ୍ୟ ଯଦି ହୀରାକୁଦ ଏବଂ ଖଇରମାଳ ମଧ୍ୟରେ ଥିବା ଅଞ୍ଚଳରେ ହାରାହାରି ୨୦୦ ମିଲିମିଟର ବି ବର୍ଷା ହୋଇଥିବ ଏବଂ ତାହାର ମାତ୍ର ଏକ-ଚତୁର୍ଥାଂଶ ପାଣି ବି ମହାନଦୀରେ ପ୍ରବାହିତ ହୁଏ ତେବେ ଖଇରମାଳଠାରେ ହାରାହାରି ପ୍ରାୟ ଲକ୍ଷ କ୍ୟୁସେକ ପାଣି  ପ୍ରବାହିତ ହେବ କଥା ଏବଂ ସର୍ବାଧିକ ଅନ୍ୟୁନ ଲକ୍ଷ ପାଣି ପ୍ରବାହିତ ହେଉଥିବା କଥା କିନ୍ତୁ ଖଇରମାଳରେ ୪ଲକ୍ଷ କ୍ୟୁସେକ ପାଣି ବି ବହିଲା ନି କି ନରାଜ ବା ମୁଣ୍ଡଳୀରେ  ୭ଲକ୍ଷ କ୍ୟୁସେକର ପ୍ରବାହ ହେଲା ନାହିଁ ସରକାରୀ ତଥ୍ୟ ଘୋଷଣା ଯେ ସମ୍ପୂର୍ଣ୍ଣ ଭ୍ରମପୂର୍ଣ୍ଣ ଥିଲା ତାହାର ପ୍ରମାଣ ଜଳଜଳ ଦିଶୁଥିଲା

ମହାନଦୀର ପ୍ରବାହକୁ ନେଇ ମଧ୍ୟ ଓଡିଶା ସରକାର ସେମିତି ସମ୍ପୂର୍ଣ୍ଣ ଭ୍ରମପୂର୍ଣ୍ଣ ତଥ୍ୟ ବାରମ୍ବାର ଦେଇଛନ୍ତି ଅଗଷ୍ଟ ଶେଷ ସପ୍ତାହରେ ସେମିତି ଏକ ଭ୍ରମର ପ୍ରସାରରେ ସରକାର ସରକାରୀ ଦଳ ଜଡିତ ଥିଲା ଓଡ଼ିଶାର ଶାସନରେ ଥିବା ବିଭିନ୍ନ ବ୍ୟକ୍ତି ଅଭିଯୋଗ କଲେ ଯେ ଛତିଶଗଡ଼ ବିଭିନ୍ନ ଜଳଭଣ୍ଡାରରୁ ପାଣି ଛାଡିବା କାରଣରୁ ମହାନଦୀରେ ଭୀଷଣ ବନ୍ୟା ହେବାକୁ ଯାଉଛି ବାସ୍ତବତା ହେଲା ଯେ ଛତିଶଗଡ଼ରେ ପ୍ରବଳ ବର୍ଷା ହୋଇଥିଲା କିନ୍ତୁ ଛତିଶଗଡ଼ର କୌଣସି ବଡ ବନ୍ଧ ସେମାନେ ପାଉଥିବା ପ୍ରବାହରୁ ମାତ୍ରାଧିକ ବନ୍ୟାଜଳ ତଳକୁ ଛାଡି ନଥିଲେ ତାହାର ପ୍ରମାଣ ହେଲା ଯେ ପ୍ରାୟ ପ୍ରତ୍ୟେକ ଦିନ ସେହି ରାଜ୍ୟର ବଡ ଜଳଭଣ୍ଡାରର ଜଳସ୍ତର ବଢିଥିଲା ଯଦି ସେମାନେ ଜଳଭଣ୍ଡାରକୁ ପ୍ରବେଶ କରୁଥିବା ଜଳ ଠାରୁ ଅଧିକ ଜଳ ଛାଡ଼ିଥାନ୍ତେ, ଜଳଭଣ୍ଡାରର ଜଳସ୍ତର ବଢି ନଥାନ୍ତା ଶାସନରେ ଥିବା ଲୋକେ ସେମିତି ଅନ୍ୟଏକ ଅଭିଯୋଗ କଲେ ଯେ କଲମା ବ୍ୟାରେଜର ଗେଟ ପରିଚାଳନା ବିଷୟରେ ଛତିଶଗଡ଼ ତଥ୍ୟ ଦେଉନଥିବା ଯୋଗୁଁ ଓଡିଶାକୁ ବନ୍ୟା ପ୍ରଶମନ ପ୍ରସ୍ତୁତିରେ ଘୋର ଅସୁବିଧା ହେଉଛି ଓଡ଼ିଶା ସରକାରରେ ଥିବା ନେତା ଅଫିସର ' ଏତିକି ବି ଜାଣି ନାହାନ୍ତି ଯେ କଲମା ଭଳି ବ୍ୟାରେଜର ଗେଟ ବନ୍ୟା ସମୟରେ ପ୍ରାୟ ଖୋଲା ରହେ ଏବଂ ସେଭଳି ବ୍ୟାରେଜର ବନ୍ୟା ଜଳ ଧାରଣ କରିବାର ସମ୍ଭାବନା ବିଶେଷ ନାହିଁ କି ବନ୍ୟା ସଙ୍କଟ ବଢାଇବାରେ ସେମିତି ବ୍ୟାରେଜର ବିଶେଷ ଭୂମିକା ନାହିଁ?      


କେନ୍ଦ୍ର ସରକାର ମଧ୍ୟ ଏମିତି ଅନେକ ଭ୍ରାନ୍ତ ତଥ୍ୟର ପ୍ରସାର କରୁଛନ୍ତି ଏଭଳି ଭ୍ରମ ବିଭ୍ରାନ୍ତିର  ପ୍ରସାରରେ ସରକାର ଜଡିତ ରହିବା ଖୁବ ଚିନ୍ତାଜନକ ଏବେ ସୂଚନାର ଅନେକ ଉତ୍ସ ରହୁଛି ଅନେକ ଉତ୍ସ ସମ୍ପୂର୍ଣ୍ଣ ମିଥ୍ୟା ତଥ୍ୟର ପ୍ରସାର କରୁଛନ୍ତି ସରକାର ମିଥ୍ୟା ତଥ୍ୟର ପ୍ରସାରକାରୀ ହେବା ଉଚିତ ନୁହେଁ ଦୁଃଖର କଥା ଅନେକ ଗଣମାଧ୍ୟମ ସାମ୍ବାଦିକ ମଧ୍ୟ ପ୍ରାପ୍ତ ତଥ୍ୟର ଯାଞ୍ଚ କରୁ ନାହାନ୍ତି ବା ବା ଜାଣିଶୁଣି ମିଥ୍ୟା ତଥ୍ୟର ପ୍ରସାର ଭାଗିଦାର ହେଉଛନ୍ତି କିନ୍ତୁ ଲୋକେ ଚାହିଁଲେ ତଥ୍ୟର ସତ୍ୟତାକୁ ଅତି ସହଜରେ ଯାଞ୍ଚ କରିପାରିବ ଏବେ ଅନେକଙ୍କ ପାଖରେ ଫୋନ ଇଣ୍ଟରନେଟ ସଂଯୋଗ ଅଛି ସଠିକ ତଥ୍ୟ ଖୋଜିବା ସମସ୍ତଙ୍କ ହାତ ପାଆନ୍ତାରେ ମିଥ୍ୟାର ବାରମ୍ବାର ପ୍ରସାର ଆମକୁ ଅଧିକ ବିପଦପ୍ରବଣ କରିଦେବା ବର୍ଷା ନଥାଇ ସ୍କୁଲ ବନ୍ଦ କରିବା, ଛୋଟ ଏକ ପ୍ରବାହକୁ ବିଶାଳ ବନ୍ୟା ବୋଲି ଡ଼ରାଇବା ଭଳି ମିଥ୍ୟାର ବାରମ୍ବାର ପ୍ରସାର ଭବିଷ୍ୟତରେ ବଡ ସମସ୍ୟାକୁ ଡାକିବାର ଆଶଙ୍କା ଅଛି ପିଲାବେଳର 'ବାଘ ବାଘ' ଗପ ମନେ ପଡିଯାଉଛି, ସତରେ ବାଘ ଆସିଲାବେଳେ ପାଖକୁ କେହି ଆସିବେ ନି
